WHY DO THEY SAY RACIAL ATTACK IF THE AGGRESSOR IS ALSO BLACK

Last week I watched this first video in the news... The headline was "New racial attack"... and I saw a black guy, in a police station or in a jail, beaten by some cops. The most shocking thing was that the most aggressive policeman turned out to be black too.
Can we call it a racial or racist attack when the attacker is also black? Or the only thing to consider is the person being beaten and, if he is black, we say automatically there's racist hate?

This other video is racist too? Because the cop's also black.

The best you can do is arrest white people. You'll never have problems with them.

PANCADãO DO CAPELA

I've looked up some information about it, but I'm not entirely sure what it's about. Apparently, it's something known as 'Pancadão do Capela.' It's a practice that mainly happens in the city of São Paulo, Brazil.
