THE SURPRISE CUSTOMER
On November 13, 2021, in Baltimore, Carlos Ortega, 38, began a series of shootings after an altercation on E. Oliver Street.
Ortega was stabbed and, in retaliation, shot his assailant, who survived. Ortega then proceeded to two barbershops. At Crown Barbershop, he killed barber Javier Villegas Cotto, 44. Next, at Blady Style Barber Shop, he shot barber Rafael Jeffers, 33, wounding him. It turned out that Jeffers' client at the time was off-duty and armed police sergeant Birch.
Ortega told Birch to get out, but the sergeant drew his weapon and shot Ortega.
