No, that's Carnival in a city in northern Brazil called Salvador, in the Bahia State. You have bands playing on top of trucks called "trio elétrico", that ride between two points while people follow it. There are ropes separating people that follow closely the "trio", who have paid, e outside it's is this chaos called "Pipoca", in English popcorn, you can imagine why. There are a lot of fights and thefts in the Pipoca.
